A dreamy chord progression is usually one that avoids being decisive. The two easiest ways to get there on guitar are to add a major 7th to your chords, which softens the resolution, and to replace the third with a suspended second or fourth, which removes the note that tells your ear whether the chord is major or minor.
The second ingredient is ringing open strings. Shoegaze and dream pop players tend to hold the same two open strings across several chord shapes, so a common tone drones through the changes and blurs them together. Add reverb and a slow strum, and even an ordinary progression starts to float.
